This is a practical checklist, not marketing copy: what to verify before you sign a rate agreement with a receptive DMC in Brazil, and how RUMBO LIBRE — which covers Brazil and the rest of Latin America — meets each point.
Under Brazilian tourism law, a company designing and coordinating travel programs in Brazil must be formally registered with the Ministry of Tourism (CADASTUR, under Laws 11.771/2008 and 14.978/2024). Ask any DMC you are evaluating for its CADASTUR/CNPJ number and check it independently — one that won't provide it has no accountability if something goes wrong at destination.
RUMBO LIBRE is the trading name of SOUTH COAST BRASIL LTDA, registered with Brazil's Ministry of Tourism as CADASTUR 66.894.484/0001-78.
Some companies marketing themselves as a Brazil DMC are reselling another operator's programs, adding a markup with no ability to adjust anything on the ground. A genuine DMC designs and coordinates the itinerary itself and delivers it through its own contracted suppliers — ask how a specific service is actually delivered, and by whom, at destination.
RUMBO LIBRE is a Receptive Tour Operator & DMC: it designs, coordinates and markets travel across Brazil and Latin America, and delivers every service in a program through a network of contracted local suppliers at each destination.
A B2B rate agreement only works if the agency sees the net (wholesale) rate directly and adds its own margin — not a number that changes after booking. Ask whether net rates are visible before you commit, and how they differ from any public retail price the same DMC shows.
RUMBO LIBRE's net rates are shown directly to signed-in travel agencies and tour operators, who add their own margin; public visitors see only an indicative retail “from” price — the net rate is never shown outside the agency portal.
What happens when a client's plans change matters as much as the price. Ask for the exact cancellation schedule and amendment window in writing before signing a rate agreement — not after a client asks to cancel.
RUMBO LIBRE publishes its schedule as Clause 7 of the Terms: more than 30 days before the service, no penalty and a full refund; 15 to 30 days, 25%; 8 to 14 days, 50%; 3 to 7 days, 75%; less than 72 hours before commencement or a no-show, 100% — with stricter terms disclosed in the quotation for destinations such as Patagonia, the Amazon region and high-demand dates in peak season.
A DMC that takes days to answer a quote, or cannot communicate in your client's language, becomes the bottleneck in your own sales process. Test this before committing: send a real quote request and see how long it takes, and in what language the answer comes back.
RUMBO LIBRE answers quotes and confirmations within 24 to 48 business hours, and works in Spanish, English, Portuguese and Russian.
A DMC that only covers one city forces you to coordinate separate suppliers for a multi-country trip, multiplying the points where something can go wrong. Ask for the destination list, and whether any multi-country circuits genuinely cross the border on the ground — not just two products marketed together.
RUMBO LIBRE covers Brazil, Argentina, Chile and Peru with circuits, hotels, transfers, excursions and groups & MICE programs across the region. It also builds itineraries that genuinely cross borders on the ground, not just two products marketed together — such as its Brazil + Argentina circuits combining Rio de Janeiro or Foz do Iguaçu with Buenos Aires.

Rates are net (wholesale) and reserved for travel agencies and tour operators, who sign in to see them and add their own margin. Public visitors see an indicative retail “from” price; the net rate is never shown outside the agency portal.
Most bookings are confirmed immediately and the voucher is emailed within minutes. When a service shows “In process”, RUMBO LIBRE is confirming final availability with the receptive operator at destination — usually within 24 to 48 business hours.
Cancellations follow Clause 7 of the Terms: more than 30 days before the service, no penalty and a full refund; 15 to 30 days, 25%; 8 to 14 days, 50%; 3 to 7 days, 75%; less than 72 hours before commencement or a no-show, 100%. Certain destinations — Patagonia, the Amazon region and high-demand dates in peak season — apply stricter terms, stated in the quotation. The schedule above is indicative: the conditions that apply to each booking are those confirmed in the quotation, and may be stricter in high season, on public holidays or where a supplier applies its own policy.
Amendment requests must reach RUMBO LIBRE at least 72 business hours before the service begins. Changes are managed with the receptive operator subject to availability, and any resulting rate difference applies. For private services, a name change may require re-issuing the booking at the current rate.
